3. ProBoards - If your hosting account does not come with PHP and database support, you can get a remotely-hosted board. ProBoards offers free customizable boards with many features, including your own domain (http://YOUR-NAME.proboards.com), unlimited forums, unlimited postings, and 24/7 support. So what's the catch? Your board will contain an advertising banner near the top of the page, which isn't bad considering all the features that they give you.
